I am providing selections for you to use. There is a little bit of drawing involved in this tutorial, but it's very easy (mostly lines), and I provide a lot of screenshots for you. There are a lot of layers, but don't let that scare you, it just helps keep things organized.
Paint Shop Pro. I used version 7.04 but if you are familiar with PSP, you should be able to convert the tutorial without problems. You may download the latest PSP version demo here. My seamless fill tiles. You may download them here.
Step 1. Open a new image 300 x 450, background color of your choice. Step 2. Add a new layer. Load selection 1 (go to selections>load from disk - then navigate to the location you placed your selection files). Flood fill with pink #D38392. Keep selected.
Apply a cutout (go to effects>3d effects>cutout), and use the settings in the screenshot. Repeat the cutout, but change the vertical and horizontal settings to -1. Note: you'll follow this same procedure in the following directions whenever I tell you to apply a cutout.

Step 6. Add a new layer. Load selection 3. Open up the seamless tiles you downloaded. Choose the "03 girl" tile and set the size to 50%, angle to 0. Flood fill the selection. Apply a cutout, same settings as before.

Step 20. Optional - I added some color to her cheek. To do this, just add a new layer. Choose your airbrush tool set to round (size 10, hardness 40, opacity 40, step 25, density 70). Spray some color on her cheek. Then just use your retouch tool, smudge brush to soften the color a bit.

Step 21. Add a new layer. Load selection 17. Flood fill with blue #94BFE8. Apply cutout as before. Repeat for selections 18 and 19.
Step 22. Now if you wish, you can add something to her hand. I added a heart. To do that, add a new layer. Load selection 20. Flood fill with pink #F4DADF. Apply a cutout as before. Move this layer underneath the hand layer. Step 23. Now save as a master PSP file with all layers intact. That way you can go back later and change things as you wish. All done!
I hope you've enjoyed this tutorial, and as always, please let me know if you have any questions. Happy tuting!
